Abstract

2005 will be a pivotal year for the European Union. Europe needs to create more growth and jobs by injecting new vigour into the Lisbon strategy; it needs to provide the means to support prosperity, solidarity and security through agreement on the Financial Perspectives; and it needs to enhance citizens' freedom, security and justice on a European scale through the implementation of the Hague programme. Key decisions must be taken which will have a direct impact on the future of the enlarged Union. At the same time, the Constitution serves as a reminder to the Union of why it is here and where it is going. The European Commission has a central role to drive this agenda forward and intends to pursue these goals with energy and determination.
